DistrictWorks is a program by the Industrial Development Authority that helps developers, landowners and major employers evaluate, form, finance and administer State Affordability Infrastructure Districts—bringing experienced public-finance professionals together through one coordinated project team.

Major Projects Need Major Infrastructure
Roads, water, sewer, power, stormwater systems, communications infrastructure, parking, and other public improvements often must be built long before a project begins generating revenue.
Arizona’s new State Affordability Infrastructure District—or SAID—creates another way to finance that work. Eligible public infrastructure can be financed through district-issued bonds and repaid over time by the property that benefits from the investment, rather than placing the entire cost on the project upfront.
District Works helps project sponsors determine whether this new tool fits—and, when it does, guides the district from initial strategy through financing and long-term administration.

Explore
We conduct an initial project assessment to understand the land, ownership, infrastructure, development program, anticipated costs and project timeline.
Structure
The team evaluates district eligibility, infrastructure financing capacity, phasing, projected tax base and the most appropriate bond structure.
Form
We coordinate preparation of the petition, general plan, financing plan, appraisal, legal documentation and other materials required for Arizona Finance Authority review.
Finance
The district completes the required authorizations and works with its financing team to structure, market and close the bonds.
Build
District Works helps establish a transparent process for documenting eligible infrastructure costs and administering payments or reimbursements from available bond proceeds.
Administer
We support budgeting, board meetings, public records, financial reporting, disclosure and long-term district compliance.
